The ANTENA Project, a higher education internationalization capacity building project co-funded by the Erasmus+ Programme of the European Union, recently held the second and final leg of its series of internationalization and globalization workshops for Philippine higher education institutions.

The ANTENA Project Training of Trainor’s Conference 2, conducted by officials from the University of Alicante, University of Montpellier, and the European Foundation for Management and Development, was held at the Gevers Hall of Saint Louis University in Baguio City from 11 to 15 July 2022.

The ANTENA Project aims to develop in-depth understanding of internationalization and globalization through its partners as it works to help improve their management and internationalization capacity in the areas of credit recognition system, international research activities, and academic mobility, said Gabriela Castillo, project coordinator for the ANTENA Project.

This 5-day workshop is a continuation of the online version delivered on 16 January 2022. It covered practical applications best delivered via a face-to-face to mode of training facilitated by Christophe Terrassee, EFMD director for international projects, Jean-Baptiste Maillard, EFMD senior manager for international projects; Alessia Galdieri, project manager in charge of the ANTENA Project; and Castillo.

Hosted by the Commission on Higher Education International Affairs Staff, CHED Cordillera Administrative Region, Benguet State University, and Saint Louis University, the capacity-building workshop brought together officials and internationalization relations officers from CHED and the 10 Philippine consortium members of the ANTENA Project, which include the Ateneo de Manila University, Benguet State University, Central Luzon State University, De La Salle University, Mindanao State University – Iligan Institute of Technology, Polytechnic University of the Philippines, Saint Louis University, University of the Philippines, University of San Carlos, and Xavier University

Part of the week’s program included a tour of Baguio City. The participants visited the University of the Philippines Baguio Museo Kordilyera; Easter Weaving, where they learned the proper way of wearing traditional attires of several Cordilleran groups; and Tam-Awan Village where delegates enjoyed another cultural presentation and local wine tasting before heading out for an educational tour at Benguet State University in La Trinidad.

Ten Philippine private and public higher education institutions, the University of Alicante in Spain, the University of Montpellier in France, and the European Foundation for Management Development based in Belgium have formally signed the Letter of Cooperation (LOC) establishing the Philippine Internationalization Network (PHL IN-NET), a key output of the ANTENA Project.

PHL IN-NET, which aims to promote dialogue on the internationalization of higher education at the national level, is a “culminating output, the result of years of hard work of the members of the ANTENA Project,” said Gabriela Castillo, ANTENA Project coordinator.

The ANTENA Project, an internationalization capacity-building cooperation project partly funded by the European Union, brought together 13 higher education institutions from the Philippines and Europe to sign the PHL IN-NET LOC as the network’s pioneer member institutions and associate members. The Commission on Higher Education (CHED) was present to witness the signing.

The Ateneo de Manila University, Benguet State University, Central Luzon State University, De La Salle University, Mindanao State University – Iligan Institute of Technology, Polytechnic University of the Philippines, University of the Philippines, University of San Carlos, Xavier University, and Saint Louis University signed the agreement as member institutions. UA, UM, and EFMD joined the network as associate members.

“We are hoping that the PHL IN-NET grows to be the foremost organization of IROs in the Philippines and a prominent internationalization partner in the global stage,” said Atty. Lily Freida M. Milla, Commission on Higher Education’s OIC-Deputy Executive Director and Director for International Affairs. “It is a good step in the direction of building people-to-people connectivity and promoting cooperation at all levels: local, regional, and international.,” she added.

The PHL IN-NET LOC signing ceremony, held on 12 July 2022 at Saint Louis University (SLU) in Baguio City, was the highlight of the internationalization conference and roundtable dialogue that discussed the role of the network in the internationalization of Philippine higher education.

The roundtable discussion, moderated by former Chancellor of the University of the Philippines Baguio Dr. Raymundo D. Rovillos, featured distinguished guests and experts from the Philippine higher education sector.

These include Dr. Roger Chao Jr, Assistant Director and Head of Education, Youth, and Sports at the Association of Southeast Asia Nation (ASEAN) Secretariat; Dr. Carolina Guina, an independent consultant for Asian Development Bank (ADB) projects, CHED for the ASEAN Economic Community (AEC) Higher Education Strategy and Action Plan (HESAP) and the Policy Framework on the Internationalization of Philippine Higher Education, and the Department of Education (DepEd) for basic education sector reform agenda and public-private partnerships in education; Dr. Reynaldo B. Vea, President and Chief Executive Officer of Mapua University and President of iPeople, which has as subsidiaries the Malayan Colleges Laguna, Malayan Colleges Mindanao, University of Nueva Caceres, National Teachers College, the Malayan High School of Science, and the APEC schools; and Susan Carandang, Division Chief officer-in-charge of the Education and Skills Development Division of NEDA’s Social Development Staff.

The signing ceremony was part of the week-long Training of Trainers Conference 2 co-organized by CHED-IAS, CHED Cordillera Administrative Region (CAR), BSU, and SLU.

Aligned with The Philippines' overarching aspirations, the Commission on Higher Education (CHED) envisions a Philippine higher education system that is equitable and produces locally responsive, innovative, and globally competitive graduates and lifelong learners. Internationalization (IZN) has become more vital in paving the way to realize our vision by being the driver of quality, relevant, and sustainable trailblazing international opportunities for institutions, agencies, and other stakeholders that will transform the country into a globally competitive knowledge society by 2040.

Against this backdrop, we are now adopting the Philippine Higher Education Internationalization Roadmap 2023-2027 as the blueprint that not only guides the agency in contributing to major national and regional higher education priorities, but also mandates Philippine higher education institutions (PHEIs) to internationalize and continuously upgrade the quality of higher education in the Philippines through academic and knowledge transfer outcomes.

On July 12^th, 2022, ANTENA held the First National Conference on the Internationalisation of Philippine Higher Education, which took place along with the signing of the Letter of Cooperation of the Philippine Internationalisation Network (PHL IN-NET) in Baguio City (Philippines).

The National Conference focused on the role of In-Net in the internationalisation of HEI in the Philippines and it aimed to enhance the visibility of the Network at a national level. Moreover, the specific objectives of this conference were to:

Highlight the benefits of being part of the In-Net;
Attract members who contribute and benefit from the In-Net objectives;
Promote dialogue on the internationalisation of higher education at the national level;
Encourage policy formulation and funding.

The conference involved ANTENA partners, the Presidents and Vice-Chancellors of the main higher education institutions in the Philippines, and especially with the presence of directors and part of the team from the Commission on Higher Education (CHED), International Affairs Office.

3 European partners participated actively: University of Alicante (UA) from Spain, University of Montpellier (UM) from France, and EFMD (European Foundation for Management Development), from Belgium.

This event was open to the public via Zoom to contribute to visibility at national level. The conference gave room for speakers to provide a background on what the PHL IN-NET is, discuss the benefits of network membership and attract possible members in the future, as well as to promote dialogue on the internationalisation of higher education at national level and encourage contributions to higher education policy formulation in the field of internationalisation.

From July 11^th to 15^th,, 2022, ANTENA organised this workshop and national conference in Baguio City, Philippines, which was a continuation of the online training delivered in January 16^th, 2022, complementing it with a practical application.

The event focused on how to put internationalisation into practice through the combination of physical and virtual mobility and I@H. The main goals were to understand the expectations of the project in its efforts towards internationalisation of Higher Education in the Philippines and how to deliver it.

For this, there was active participation and sharing of experiences among Philippine participants in all group sessions organised to this effect.

The Workshop on Internationalisation vs Globalisation focused on the training for partners divided into three group activities on presenting what each partner institution can offer to different kind of visitors, understanding the needs of the project’s goals and ensuring satisfaction once internationalisation measures are carried out, as well as building a credible value proposition for internationalisation.

Moreover, regarding the Workshop on models and service development of International Relations Offices and International Networking and Opportunities, the first topic was dedicated to how institutions can set their service in line with their strategic plan and international objectives. There were also examples on how IRO services can be more efficient with what the institution wishes to achieve, e.g. more mobility, more external contacts, both at central and faculty levels.

The workshop also gave room for partners to learn how to manage an international office in line with their international strategy, how to structure an IRO, as well as how to put all these lessons in practice through a group activity aimed at building a hypothetical minimal service set for a sustainable and successful international office. The following day this set was presented by each group, and there was also a discussion among partners after a lesson on the important role of IRO services and curricula development in the internationalisation process.

Partners also learned how to involve students in the IRO and develop international skills as well as how to structure an IRO.

On the last day, ANTENA partners presented EU international networks EAIE and EUA as well as ADIUT, a national network for international development, as internationalisation opportunities. Partners learned how to build successful strategic international partnerships, as well as how to develop and manage a network and how to provide tools to develop international networks, e.g. ILE project; using COIL as a networking tool.

From 7-11 March, 2022, ANTENA organised the 2nd National Round Table, as well as the Workshop 3 on fundraising opportunities and project management, as well as the Management Meeting. The event took place in Coron, Palawan (Philippines) and lasted for two days.

This two events are part of the second big step ANTENA takes towards the internationalization of higher education in the Philippines. Both the National Round Table and this workshop were delivered via the Training of Trainers approach, so that the knowledge can be replicated or reflected upon future audiences after the project.

Moreover, this workshop as well as the National Round Table Conference, served as a preparation for the draft of the Policy Roadmap for the Implementation of Strategies in the Internationalization of Higher Education in the Philippines.

The event began with a recap of the aims of the Workshop 3, and lessons learned during the Theoretical Part (I) of the Training Workshop, which focused on international fundraising for Philippine higher education institutions and to promote strategic thinking to develop International Projects and in particular CBHE for 2022 call. This was followed by a Case Study on capacity building on higher education and a breakout session of the needs and the objectives of the workshop.

The seminar offered insights of the opportunities available to develop projects of CBHE in the region and financial procedures that lead to efficient project implementation.

Moreover, reading material was provided to partners on all topics.

On Wednesday June 16th, 2021, the ANTENA project - Internationalization of Higher Education at the Philippines Network held the III Online Conference entitled International Accreditation, an event organized by the University of Alicante in coordination with EFMD. The conference was given by Dr. Christophe Terrasse, Director EFMD International Projects, with his extensive experience in the subject offered to all participants a substantial “Menu” of knowledge.

Key concepts such as certifications, accreditations, benchmarks and label were fully explained, as well as the implications for their implementation. Another concern presented was the choice between the Institutional accreditation or the Program accreditation, since it is normally an issue that causes confusion among Institutions at the time of deciding their accreditation.

The Conference was interactive, there were two time slots to answer questions, listen to comments and end with advice and tips on the matter. The topics of the last two conferences, International Virtual Mobility (given by Marina Casals, International Center Director, Universitat Rovira i Virgili - Spain) and International Accrediation have been proposed by the project partners and in line with the objectives to be developed during the implementation of the ANTENA project.

The Conference was attended by representatives of all Philippine HEIs partners: ADMU, DLSU, BSU, MSU-IIT, CLSU, XU, USC, SLU, UP, PUP, Commission on Higher Education - CHED and the three European partners (UA, EFMD and UM).

The continuity of this series of conferences, conceived with the objective of present topics of interest to the partners within the framework of the project, as well as to open a space to share good practices and enriching experiences of the consortium, will continue until the International mobility allows us to carry out training workshops in face-to-face mode.

On April 14th, 2021, ANTENA partners attended the Conference on International Virtual Mobility, coordinated by the University of Alicante, which was held online.

In this conference, we had the pleasure to attend Marina Casal's speech on International Virtual Mobility.

Marina’s international experience has taken her to work at Tampere University in Finland and Al Akhawayn University (Morocco). In 2005, she moved to Universitat Rovira i Virgili (Tarragona, Spain), where she is Director of International Relations, heading both the strategic and the managerial part of international relations. She has served in the leadership of the EAIE in various positions from 2007 to 2018 and as member of the Management Board of the Center for Higher Education Internationalisation from 2016 to 2020 (https://centridiricerca.unicatt.it/chei). She is an EAIE Trainer and presents at several conferences internationally (EAIE, NAFSA, APAIE, AIEA, ACA, DAAD, CampusFrance among others). She was the creator and coordinator of the “SUCTI Project” (www.suctiproject.com), an Erasmus + Strategic Partnership project, which was awarded the EAIE President’s Award in 2019 and a Good Practice mention by the EC. She has been also recognised with the EAIE Rising Star Award in 2009 and the SGroup IMPACT Award in 2016.
